About The Program

Information on the Institution

The Public Law LL.M Program was established within the Graduate School of Social Sciences in 2011. In 2019, our university consolidated all postgraduate activities under the School of Graduate Studies. The Public Law LL.M Program continues its activities under the School of Graduate Studies.


Qualification Awarded / Level of Qualification

Upon successful completion of the program, students will be awarded with Master of Laws in Public Law (The Qualifications Frameworks in the European Higher Education Area (QF-EHEA): Level 2, European Qualifications Framework (EQF): Level 7)


Admission Requirements

For Turkish Citizens; First Cycle (Bachelor's) Degree diploma, (2) A minimum score of 55 in the Examination for Academic Personnel and Graduate Studies (ALES) or equivalent international examinations scores for graduate-level programs recognised by YÖK and(3) a minimum score of 65 in the Examination for Foreign Language Proficiency Test (YDS) or equivalent international examinations scores for graduate-level programs recognised by YÖK. Candidates gain access to the programs based on their composite scores consisting of first cycle degree grade point averages, ALES and foreign language exam. For International Students; First Cycle Degree diploma obtained from universities recognised by YÖK and (2) a minimum score of 65 in the Examination for Foreign Language Proficiency Test (YDS) or equivalent international examinations scores for graduate-level programs recognised by YÖK. Candidates gain access to the programs based on their composite scores consisting of first cycle degree grade point averages and foreign language exam.


Recognition of Prior Learning

Students who have completed at least one semester in any postgraduate program may apply to transfer to other postgraduate programs. These students must take courses for at least one semester. The student must meet the current application requirements of the program they intend to transfer to.The examination documents used in the admission to the program in which the students are enrolled can be used during the registration process for the program they intend to transfer to, regardless of the validity date in internal transfers within the university.


Graduation Requirements

This degree is awarded to students who have successfully completed the field and elective courses in the curriculum and completed a dissertation, earning 120 ECTS and have a Cumulative Grade Point Average of at least 2.50 on a 4.00 scale.


Definition of the Program

Public Law LL.M Program’s main purpose is to create an opportunity for students thriving to specialize on preferred subjects. Along with students who earned their bachelor’s degree in law, the program is designated to serve as a substantial and practical basis for participants who completed their studies on law related programs such as bureaucrats, public/private sector executives and management trainees. The Public Law LL.M program will widen the perspective of its participants by adapting to the ever-changing legal environment and focusing on contemporary legal topics. The curriculum is designed especially around the framework of Administrative Law, Criminal Law, Human Rights Law and European Court of Human Rights and Turkish Constitutional Court practices.

Program Outcomes

  • 1- Ability to assess scientific, technological, social and cultural developments and to disseminate them respecting scientific neutrality and ethic responsibilities.
  • 2- Gaining advanced skills in using research methods necessary for studies in the field
  • 3- Searches the answer to an original research question using existing theories and methods.
  • 4- Ability to perceive, design, apply and conclude original processes of research independently; ability to manage these processes
  • 5- To identify the weaknesses of existing methods and contribute to their improvements
  • 6- Having the awareness of lifelong education, ability to follow current developments, technological innovations, and methods in the field and related fields
  • 7- Ability to contribute to scientific literature at an international level by publishing the outputs of academic studies in respected academic media
  • 8- Gaining the ability to develop field-related innovative ideas and methods by making use of advanced intellectual processes such as creative and critical thinking, problem solving and decision making
  • 9- Having the ability to to defend his/her ideas on topics in national and international platforms

Occupational Profiles of Graduates

Graduates can continue their academic careers and they can work for private or public sector and non govermental organizations. If the students were also graduated from a law faculty they can combine the graduation areas with the skills of the Public Law LL.M program and can work as lawyers, prosecutors and judges.


Access to Further Studies

To apply for Ph.D program for a student from a thesis master's program; they need to have a score of 55 in the ALES exam and 65 in the YDS exam, or have an equivalent international exam score recognized by YÖK. International candidates may be exempt from the ALES exam.


Assessment and Grading

Letter Grade Equivalent Credit AA 4.00 BA 3.50 BB 3.00 CB 2.50 CC 2.00 FF 0.00 In order to be qualified as successful in a course in the post graduate program, the student should have scored atleast CC at the end of the semester. CC is a conditional pass grade at the end of the semester and these courses can be repeated during the education period in order to improve the GPA. A student who has a letter grade of FF for a course is considered to have failed.
